I have experienced the same problem as yours but decided not to give them any penny, and I successfully unlocked it by myself.       This is strange, ERC serial should be persistent till until battery is fully unplugged, and vehicle system have no voltage. Which Toyota vehicle you have?

      Wahab, as far as Toyota Navigation System's 16 digits ERC Serial remain same, the code will work. The problem occurs, when you unplug the batter from the vehicle, but ERC serial will remain same, but you have to enter the code again then.
